Accountant

REPORTS TO: Haiti Finance and Systems Manager

PURPOSE OF POSITION: The accountant is responsible for Haiti accounting, expenditures, book keeping and payroll activities in Haiti.

PRIMARY RESPONSIBILITIES:
• Maintain detailed records for all financial transactions;
• Perform daily functions including recording all cash, check and bank transfer transactions, maintain cash and bank ledgers, monitor cash advances and expense reports, reconcile cash-on-hand and monthly bank reconciliation;
• Provide required monthly financial reports by specified deadlines to Finance and Systems Manager and Headquarters; Prepare and submit month-end reports to Headquarters regarding country-wide operations in a timely fashion;
• Ensure financial/accounting activity is carried out in accordance to accounting policies;
• Review and approve financial transactions for field operations based in the region as appropriate (includes vouchers, cash advances, transfers, etc.);
• Process payroll for staff;
• Ensure adequate cash flow for operations and safety of financial resources at base;
• Ensure all cash is reconciled on a weekly basis, reporting any over/under to country office and investigate any over/under situations and report to the Country Program Director;
• Administer all cash advances to employees and partners, reconciling all receipts and remaining cash at month’s end;
• Provide support to staff regarding financial policies/practices and related areas as required;
• Identify areas for financial and administrative improvement and work to implement feasible improvements;
• Assist on the processing and support of the administrative part of the grant making process for the HRD including filing of all grants and Memos of Understanding materials and the follow ups.

Qualifications / Evaluations:: 
Bachelor’s degree (B.A.) in accounting Experience and Core Competencies: • Minimum 3 years in relevant finance, or public or private accounting experience • Demonstrated experience using Oxfam approved accounting programs or packages • Very good analytical and numerical skills • Fluent in French and English; Creole strongly preferred • Proficiency with MS Office suite • Excellent organizational and administrative skills; ability to prioritize workload and multi-task. • Self-starter with the ability to work effectively in a fast-paced environment and under pressure. • Very good oral and written communications skills. • Accuracy and strong attention to detail • Team Player; eager to take on challenges and work as part of a team.
