The Monitoring Evaluation and Learning (MEL) Officer is responsible for coordinating and implementing existing MEL plans and activities in Haiti , formulating others and establishing a system to integrally monitor, evaluate, and document learning from all programs, implementation and their impact. The MEL Officer will support program staff and OA partners to design and implement a MEL system in the programs.
PRIMARY RESPONSIBILITIES: Monitoring, Evaluation and Learning
Coordinate and implement all existing MEL plans. This includes overseeing data collection, analysis, and reporting on the implementation and progress of program implementation at all levels.
· Monitor status and progress of program implementation based on performance indicators and the MEL Plan. Provide feedback to enhance effectiveness of program implementation and steps needed to achieve desired outcome.
Ensure program implementation is in compliance with agreed-upon MEL plans.
Develop monitoring assessments and monitoring tools for Oxfam and its partners
Develop terms of reference for evaluation and impact assessments.
Facilitate and undertake surveys and studies related to baseline, ongoing and terminal evaluations
Provide mentoring and coaching to relevant staff or local partners in addressing MEL issues
Take responsibility for other MEL related tasks assigned.
Develop clear and user-friendly data collection and reporting formats in collaboration with program implementation units at different levels
Provide support in the preparation of reporting requirements including program updates, grant mid-year and annual reports, monitoring, evaluation and impact assessment reports.
