Logistics Delegate - Demand Management (Team Leader), Haiti

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, providing assistance without discrimination as to nationality, race, religious beliefs, class or political opinions. The IFRC carries out relief operations to assist victims of disasters, and combines this with development work to strengthen the capacities of its member National Societies. The IFRC's work focuses on four core areas: promoting humanitarian values, disaster response, disaster preparedness, and health and community care.

PURPOSE

The Logistics Delegate, under the supervision of the Logistics Coordinator, will supervise a team of Logistics Delegates who carry out logistics tasks in support of the International Federation's logistics operations, ensuring the efficient and effective delivery of relief goods.

KEY TASKS AND RESPONSABILITIES

Supervise a team of Logistics Delegates who are responsible for procurement, pipeline, customs clearing and client liaison.

Supervise, implement and maintain International Federation standard practices in logistics procedures.

Supervise procurement of goods and services on behalf of the delegation, following Federation standard practices and ensure documentation complies with full audit trail standards.

Provide advice and negotiate contracts required by the delegation for goods and services.

Organize and track the transportation, customs clearance and other formalities for incoming goods to ensure their timely receipt into delegation warehouses.

Supervise the client liaisons responsible for obtaining requests for supplies and services from the Relief, Shelter, Health, Water and Sanitation, and Cholera Departments.

Provide timely advice and technical support on logistics issues to other departments, units and services within the delegation.

Support, train and develop Logistics Delegates, local staff, National Society staff and volunteers.

Liaise and collaborate, where appropriate, with international, government and non-government agencies.

Produce regular, timely and accurate narrative and financial reports for the International Federation and for donors.

Qualifications / Evaluations:: 
EDUCATION / QUALIFICATIONS Bachelor's degree from an accredited university (REQUIRED) Basic training course for delegates or equivalent knowledge (REQUIRED) Professional qualification in logistics or equivalent knowledge (REQUIRED) EXPERIENCE 5 years' experience in managing and supporting staff logistics, specifically in procurement, customs clearance, transportation and warehousing (REQUIRED) Working for the Red Cross Red Crescent Movement (PREFERRED) Working for a humanitarian aid organization in a developing country (PREFERRED) SKILLS / KNOWLEDGE Proficient in basic computer software programmes (Microsoft Office, Windows, Spreadsheets) (REQUIRED) Valid international driving license for light vehicles (manual gears) (REQUIRED) Skills in training and developing staff (REQUIRED) LANGUAGES English at an advanced level, written and spoken (REQUIRED) French at an intermediate level, spoken (REQUIRED) Spanish at an introductory level. Spoken (REQUIRED) COMPETENCIES National Society Relations Results Focus and Accountability Teamwork Communications Professional Mastery Leadership Managerial Effectiveness HEALTH: Malaria and Dengue fever is present in Haiti and HIV prevalence is high, Diarrhoea due to poor water and sanitation. Vaccinations required: Measles, Tetanus, Polio, Mumps, Rubella, Diphtheria, Pertussis and Varicella Strongly recommended: Hepatitis A and B Typhoid and Cholera, Pandemic influenza A (H1N1) 2009, Meningitis and Rabies.
