TECHNICAL SPECIALIST (CLIMATE CHANGE)

Climate change is a global phenomenon worldwide concern. Developed countries are the biggest producers of greenhouse gas emissions but these are developing countries that remain most vulnerable to its impacts. Because of its weak economy, lack of institutional capacity, the continued deterioration of its ecosystems, unplanned urbanization of its coastal areas, lack of reliable environmental information, Haiti is one of those countries developing that may suffer adverse effects of climate change.

The proposed project follows the conclusions and recommendations of the National Plan of Action (NAPA) of Haiti, which has identified the development of coastal areas as a national priority for adaptation to climate change. In accordance with the Council for the Least Developed Countries Fund (GEF/C.28/18, May 12, 2006), this project will use the Least Developed Countries Fund (LDC) to support risk management in climate change low coastal areas most vulnerable in Haiti.

Resources AWHF be especially used for: 1) take into account additional costs in building local and national adaptive capacities and 2) to take greater account of the resilience to climate change risks into policies and development plans coastal into force. The resources will also AWHF used to implement a set of pilot actions in response to urgent threats posed by climate change on coastal communities and the economy.

This project, the first of its kind in Haiti, with support from GEF and other national and international partners, will contribute to the awareness of the vulnerability of coastal areas under climate change. The main problem induced by climate change, to be addressed by the project in the most vulnerable coastal areas of low altitude of Haiti, is a likely intensification of the phenomenon. The coastal population and local and national authorities currently lack the financial resources, technical and organizational capacity to adapt and cope with the anticipated changes.

The project, through a systemic approach will focus on advocacy for better policies and investment planning in coastal areas, strengthening capacities and improving management decision-making where possible.

Under the general supervision of the National Coordinator of the project under the guidance of the Head of Unit Environment and Energy UNDP Technical Advisor (CT) will work closely with National Director (ND) project to provide support and technical advice and assist in the implementation of the project.

Technical Advisor (CT) will have the following responsibilities:

Examine the technical review of project results (eg., studies and evaluations). ;
Assist in monitoring the technical quality of monitoring and evaluation of the project (including PDO, indicators and targets, Estimates);
Advise on the approaches and methods best suited to achieve the objectives and targets of the project.
Assist in drafting terms of reference for the recruitment of technical consultants;
Supervise the work of consultants;
Provide technical oversight function to the work done by other technical assistants involved in the project;
Participate in capacity building;
Assist in the management of knowledge, communication and awareness.
Contribute to any action for a successful implementation of the Project ..

Impact of work
The assistance of the adviser must result in an effective implementation and effective project. In this sense, bases are established for achieving the following results:

Institutional capacity to anticipate and respond to increasing coastal risks is improved
Risk management is fully incorporated into investment frameworks and humanitarian development
The resilience of coastal zones to climate change threats are increased
Models of good practices and lessons learned from project activities are apprehended.

Qualifications / Evaluations:: 
Education At least a diploma from the 2nd cycle (Master or PhD) in climate change, sustainable development, risk reduction or other field related to adaptation to climate change Experience 7 years of professional experience in fields related to climate change adaptation at national and / or regional level in developing countries; Experience working in international organizations and the UN system in particular; Demonstrated experience in climate change and investment frameworks humanitarian and development Minimum five years experience as Technical Consultant with proven skills.
