Vehicle Fleet and Logistics Manager, Port-au-Prince, Haiti

PURPOSE OF POSITION:

The Vehicle Fleet and Logistics Manager is responsible for the overall vehicle fleet management.

KEY RESPONSIBILITIES:

Establish a layout design for vehicle dispatch and control work Centre(s), considering such factors as workflow, equipment, tools and supplies (bench stock if applicable).
Establish local vehicle fleet management procedures for assigning and using World Vision owned, leased, or rented motor vehicles. Ensure procedures comply with Regional Office and World Vision Vehicle Management policy.
Ensure that all WV vehicles are maintained and serviced according to the prescribed intervals and service instructions in the user manuals
In partnership with procurement and logistics identify and evaluate and manage appropriate maintenance and repair facilities for all vehicle types to avoid prolonged downtime and lost capacity.
Resolve technical problems or ask for technical assistance from the Regional Office or the GC to solve problems that involve maintenance beyond local capabilities.
Evaluate and authorize minimum essential repairs to uneconomically repairable vehicles.
Establish controls and authorizations around the procurement of parts and services.
Evaluate and approve all cannibalization requests. Note: Cannibalization of vehicle parts should be authorized only in times of extreme emergency. Once a part has been cannibalized, immediate actions for reorder and replacement of same must be initiated.
Lead the National Office vehicle buy program or vehicle lease management process in partnership with procurement and logistics.
Lead the disposal process of vehicles and motorcycles at the end of their life cycle.
Develop local procedures to ensure all request to locally purchase vehicle equipment (radio’s, running lights, etc.) that Vehicle Management has maintenance responsibility for are coordinated through the procurement office.
Ensure proper documentation of vehicle accident and abuse repairs.
Ensure vehicle deficiency reports are processed in accordance with the warranties and contractor vehicle maintenance statement of work. .
Maintain vehicle active and historical data on each vehicle.
Track, analyze and report VFM data monthly on key performance indicators (KPI’s) (manpower, costs per kilometre rates, maintenance costs, etc.) to find weak or deficient areas, and set up corrective policies and procedures.
Identify specific vehicles, vehicle types or users that require an excessive amount of maintenance effort and initiate the process to correct the problem.
Conduct collaborative ministry support meetings with section supervisors to identify and solve vehicle maintenance and operability problems.
Ensure manufactures repair and inspection requirements are accomplished and subsequent documentation is prepared promptly and accurately.
Stay abreast of all National laws, regulations and policies in matters associated with Vehicle Fleet Management

Qualifications / Evaluations:: 
REQUIRED: 5 - 10 years experience in vehicle fleet management. Preference in third world countries Must have experience in managing large fleets up to 250 vehicles and 200 motorcycles Experience in vehicle fleet management systems to utilise the optimization of the fleet PREFERRED: French and English
