Senior Compliance Manager, Haiti

We are currently seeking a Senior Compliance Manager for an upcoming USAID-funded, multi-year agricultural development project in Haiti. The position will be contingent on ACDI/VOCA being awarded the program.

Responsibilities:

Design and implement programs, policies and practices to ensure that all project activities and beneficiaries are in compliance with local and USAID regulatory requirements.
Provide day-to-day management of all project procurement activities, ensuring strict compliance with USAID rules and regulations and ACDI/VOCA policies and procedures, particularly as they relate to fair and transparent bidding procedures, geographic restrictions on source and origin for equipment purchases, documentation, and proper lines of authority for approval.
Maintain strict adherence to USAID rules and regulations (particularly with regards to procurement), ACDI/VOCA policies and procedures, and Haitian local laws. Raise any issues of potential concern to the Program Manager and ACDI/VOCA HQ as necessary, and coordinate with ACDI/VOCA’s Grants and Contracts office as necessary.
Ensure that program deliverables are met on a timely basis and incremental progress toward reaching indicator targets is well-documented and advancing.

Qualifications / Evaluations:: 
Minimum bachelor’s degree in a relevant field (finance, accounting, business, etc.). Minimum 12 years of relevant experience managing compliance and procurement for a project of similar size. Experience with USAID project compliance, finance and budgeting or similar work for other donors/U.S. government agencies. Ability to manage multiple project assignments simultaneously in a deadline-driven environment, accept ownership and accountability of the process, and deliver on commitments. Ability to develop and lead a team. Demonstrated ability to work with cross-function teams. Ability to surface and resolve conflicts diplomatically. Excellent communication skills; ability to summarize/communicate technical and business information effectively. Fluency in French and English required, working ability in Haitian Creole preferred.
