Haiti Desk Officer

The primary purpose of this position is to provider over-all HQ-based backstopping support to UMCOR’s work in Haiti. This will include, but not be limited to, support, guide and oversee ongoing operations, programming, evaluation and program reporting activities. The position requires significant program development and donor/stakeholder management.

It will be expected that the Haiti DO will travel to the field to gain first hand knowledge of programs and issues and be a liaison with donors in the US, acting as a link between project ideas being generated in the field and representing those ideas to US based donors.

ESSENTIAL FUNCTIONS: Responsibilities of this position include, but are not limited to:

Country/Mission Support

Provide management support to the UMCOR Haiti Mission as the central UMCOR HQ liaison for Haiti.
Monitor day-to-day communications in assigned mission and ensure appropriate responses to the field and donors.
Ensure that reports to donors are submitted in a timely manner and reviewed properly.
Provide grant management support on all UMCOR grants in Haiti from IDR.
Provide policy and operational guidance to the mission and assist in developing field manuals.
Through constant liaison with donors and the Head of Mission (HoM), identify mission priorities and assist when needed (e.g. with proposal writing; stakeholder liaison, etc.).
Coordinate with UMCOR/HQ administration, personnel and finance departments on issues pertaining to Haiti
Advise the mission on issues of grant management and compliance.
Advise Head of Mission on personnel, administration and program related issues.
Coordinate program and mission evaluation activities.

Program Development

Pro-actively build, maintain and capitalize on close relations with UMCOR current, past and potential donors and partners.
Pro-actively seek out new funding opportunities for the mission, informing the HoM and others.
Review incoming proposals for donor compliance, programmatic and narrative quality and expedite the review process.
Ensure that all proposal development criteria are met including compilation of certifications and recommendations and coordination of internal approval process.
Negotiate grant agreements, program and budget revisions, and any other grant related issues with donors.

Agency/Country Representation

Provide program briefings to donors and other stakeholders, offering country UMCOR perspectives to stakeholders
Provide communications guidelines and regularly contribute to the development of promotional materials and internal communication tools.
Keep up-to-date records on country developments and funding opportunities.
Gain an in-depth knowledge of the work of UMCOR and its Haiti Mission to date, inclusive of programs, personnel, issues and peoples through visits, research and proposal writing.

General Support

Contribute to the development of organizational procedures, polices and systems relevant to UMCOR’s work in Haiti.
Contribute to the recruitment process of expatriate staff and consultants as necessary including developing job descriptions, scopes of work, consultant agreements, conducting interviews, and providing training and orientation.
Support the UMCOR IDR unit, via the Assistant General Secretary, IDR, on day-to-day tasks related to UMCOR’s work in Haiti.
Any other task that may be assigned related to Haiti.

Qualifications / Evaluations:: 
The position requires a Master’s degree in International Development, Non-Profit Management, Public Administration, International Relations or a related field, as well as at least 2 years of experience in grant management, program design, implementation and fund-raising, preferably overseas. Previous experience within Haiti or the Caribbean is strongly preferred. Candidate must live in the NY metro area or relocate at their own expense prior date of hire. SKILLS, KNOWLEDGE, ABILITIES: Strong organizational ability; experience in post-disaster and emergency project management, and the ability to work independently and as part of a team; ability to understand the cultural and political environment and to work well with multiple stakeholders in a diplomatic manner; and sound understanding and knowledge of US donor grant procurement procedures are required. Excellent written and oral communication skills in English and French required. Excellent interpersonal skills and proven ability to identify, plan and coordinate program and operational support to a field-based operation. Experience in working with faith-based organizations is a plus.
